Abstract
This research is motivated by the results of a survey from the Indikator Survey Institute which shows public satisfaction with Jokowi of 70%. It's strange that when prices in Indonesia have increased, people are actually satisfied with Jokowi's leadership. Added to this was the issue of postponing the 2024 Election, which in the end emerged the discourse of a 3 Period President. A political talkshow YouTube Channel in the form of a public space discussion hosted by Karni Ilyas, a senior journalist, Indonesia Lawyers Club then raised this theme which was packaged in the title "Harga-Harga Naik, Tapi Publik Puas Terhadap Jokowi". This makes it lively discussed by the public and economic and political observers. Some of the speakers invited to this event included Rocky Gerung, Aria Bima, Burhanuddin Muhtadi, Haris Azhar, Rizal Ramli, Lukman Edy, and Immanuel Ebenezer. This study aims to find out how the acceptance of the people of Surabaya towards the discourse of a 3-term president in the Indonesia Lawyers Club Episode " Harga-Harga Naik, Tapi Publik Puas Terhadap Jokowi". This research method uses a qualitative reception analysis approach with the encoding-decoding model by Stuart Hall to understand community reception. Stuart Hall divides the categories of audience acceptance into 3 positions, dominant-hegemonic, negotiated, and oppositional. Apart from being separated into these 3 positions, informants were also asked for their perceptions and views on the presidential discourse for 3 periods. Data collection techniques were carried out by in-depth interviews. The results of the study show that the public does not agree with the existence of a 3-term president, because this is contrary to the constitution and the state basis of the UUD 1945 that applies in Indonesia. All informants are also in an oppositional position, they do not trust the survey results that have been conducted by the Indikator. According to the informant's statement, the survey conducted did not explain in detail the data sources, methods and informants used. Informant II, III, and IV are in a dominant position, they agree that the results of this survey are based on individual fears, while informant I and V are in an oppositional position who argue that the results of this survey have nothing to do with individual fears. Even though all informants acknowledged Jokowi's performance, according to the informants, Jokowi was not fit to continue his term of office because doing so could undermine reforms and undermine the state structure.
