Abstract
ABSTRACT ANALYSIS OF SOCIAL REHABILITATION PROGRAMS IN UNFITABLE HOUSES IN THE DYNAMIC GOVERNANCE PERSPECTIVE (Study of Dynamic Capabilities in the Surabaya City Social Service) Uninhabitable houses are currently one of the problems of poverty, thus requiring quality improvement to become habitable houses. The Surabaya City Government through the Social Service in fulfilling livable housing is carrying out the Rutilahu social rehabilitation program to improve people's welfare. This study aims to analyze the Rutilahu program in the perspective of dynamic governance through dynamic capability components in the Surabaya City Social Service. The research method used in this research is qualitative with a descriptive case study method. Data collection techniques using observation, interviews, and documentation. The results showed that the Surabaya City Social Service developed the Rutilahu program by innovating e-Rutilahu and integrating with Padat Karya and collaborating with CSR companies, developers, Surabaya City Baznas. However, in practice in the field, the administrative process for the Rutilahu program is still considered complicated compared to private social rehabilitation programs, so administrative services need to be simplified to be effective. In addition, the basic constraints and technical constraints should be considered as evaluation material so that the services of the Rutilahu program can be more targeted and maximized Keywords: Rutilahu Program, Dynamic Governance
