Abstract

This study aims to identify, describe, and examine forms of community participation in the implementation of the Sekolah Rakyat Program in Tuban Regency, a free, boarding-based education policy for children from poor families, particularly those classified in deciles 1 and 2, which is part of the government policy as mandated by Presidential Instruction Number 8 of 2025. This study employed a descriptive method with a qualitative approach. Data were collected through in-depth interviews, field observations, and documentation studies, with informants selected using purposive sampling, consisting of representatives from the Social Affairs Office, the school principal, teachers, dormitory supervisors, Family Hope Program (PKH) facilitators, parents, and students. The data were analyzed based on the participation concept developed by Keith Davis and John W. Newstrom (1985), which examines participation through three aspects: mental and emotional involvement, contribution, and responsibility. The findings indicate that community participation was relatively high from the initial stage, as evidenced by 364 prospective students registering, far exceeding the program's capacity of 50 students. During the implementation stage, participation was manifested through moral support, motivation, prayers, intensive communication, and active student involvement, although some families demonstrated a gradual strengthening of mental and emotional involvement throughout the mentoring process. Responsibility was distributed across several levels, involving the government, school, teachers, parents, and students, although two cases of student withdrawal were identified due to family and economic problems. The success of the Sekolah Rakyat Program in Tuban Regency is largely determined by the synergy of participation among the government, school, families, and students.
