Abstract

PT Maspion Energy Mitratama is a company engaged in the distribution of Liquefied Petroleum Gas (LPG) through maritime transportation. In its distribution operations, the company faces challenges related to high vessel waiting times caused by limited berth capacity and the absence of an optimal vessel scheduling system. These conditions lead to longer service completion times, increased waiting costs, and reduced operational efficiency in LPG distribution. This study aims to determine the most optimal vessel scheduling method based on waiting time, completion time, BOR, and waiting cost. The study employs Heuristic Dispatching Rules, consisting of First Come First Served (FCFS), Shortest Processing Time (SPT), Longest Processing Time (LPT), and Earliest Due Date (EDD). The research data were obtained from LPG vessel service activities during the January–December 2025 period and were evaluated using completion time, waiting time, BOR, and waiting cost as performance indicators. The results indicate that the Shortest Processing Time (SPT) method outperformed the other scheduling methods, with an average waiting time of 78.75 hours, an average BOR of 88%, and a total waiting cost of IDR 13,966,860 in the first-month evaluation. Furthermore, a comparison between the existing scheduling practice using the First Come First Served (FCFS) method and the proposed Shortest Processing Time (SPT) method demonstrated a reduction in the total service completion time from 26,269 hours to 26,219 hours, resulting in a time saving of 50 hours. Therefore, the Shortest Processing Time (SPT) method is recommended for vessel scheduling at PT Maspion Energy Mitratama because it effectively minimizes waiting time, reduces waiting costs, improves BOR, and enhances the overall efficiency of the LPG distribution process
