Abstract
Indonesia is one of the developing countries that is actively promoting the growth of its industrial sector, particularly the chemical industry. This sector has shown significant growth in both quality and quantity. The increasing industrial activity has consequently driven demand for raw materials and supporting materials, one of which is Phthalic Anhydride. Phthalic Anhydride, also known as 1,3-Isobenzofuranedione, is an organic compound with the chemical formula C₈H₄O₃, which is produced through the oxidation of ortho-xylene. This compound plays an important role as an intermediate product and serves as a raw material for the production of 55% plasticizers, 14% unsaturated polyester resins, 15% alkyd resins, and 16% other chemical products (Lorz et al., 2012). In Indonesia, the availability of Phthalic Anhydride is currently supplied primarily by one major producer, namely PT Petrowidada, located in Gresik, with a production capacity of 70,000 tons per year. However, due to the high industrial demand for this material, domestic supply has not been able to meet the continuously increasing demand, particularly from the plasticizer sector. As downstream industries continue to develop, the demand for Phthalic Anhydride is expected to increase in the future. Unfortunately, this growth in demand has not been accompanied by sufficient domestic production capacity, resulting in Indonesia's continued heavy dependence on imports. In 2023, the import volume of Phthalic Anhydride reached 42,795.602 tons per year, representing more than half of the national production capacity. Similar conditions are also observed in several other Asian countries, such as Turkey, Vietnam, Singapore, and Thailand, which still rely on imports to meet their Phthalic Anhydride requirements. The demand for Phthalic Anhydride in several Asian countries in 2023 varied considerably. Turkey recorded the highest demand at 97,694 tons per year, followed by India at 63,431 tons per year and Indonesia at 42,795 tons per year. Viet Nam recorded a demand of 40,008 tons per year, while the United Arab Emirates and Saudi Arabia had demands of 37,608 and 33,142 tons per year, respectively. Meanwhile, Malaysia, Bangladesh, Thailand, and Singapore recorded demands of 27,831, 12,220, 10,900, and 8,176 tons per year, respectively (Source: TradeMap.org). Considering the high demand for Phthalic Anhydride, both in the domestic and international markets, there is a significant opportunity to invest in the development of the Phthalic Anhydride industry. Based on these considerations, establishing a Phthalic Anhydride plant in Indonesia would be a strategic step toward meeting domestic demand independently while reducing dependence on imported products. Furthermore, according to data from the Trade Statistics for International Business Development covering the period from 2019 to 2023, the import volume of Phthalic Anhydride in Indonesia remained relatively high each year. This indicates substantial potential for meeting domestic market demand through local production and even creating opportunities for exports to other countries facing supply limitations. The establishment of this plant would not only contribute to strengthening national industrial resilience but is also expected to generate positive economic impacts, such as increasing state revenue and creating new employment opportunities, which could ultimately help reduce the unemployment rate in Indonesia.
