Abstract

Digital transformation through the implementation of e-government has become an effort by the government to improve the quality of public services. This study aims to analyze the three success elements of e-government implementation in the Halo Mas Bup public complaint application at the Department of Communication and Informatics of Kediri Regency based on the Support, Capacity, and Value perspectives. This study employed a descriptive qualitative approach using observation, interviews, and documentation. The findings indicate that the Support element has been well implemented through government support, regulatory frameworks, and public outreach, although the dissemination of information to the wider community has not yet been fully optimized. The Capacity element has not been fully optimized due to limited budget allocation, human resources, and technical issues within the application. The Value element shows that Halo Mas Bup facilitates the submission of public complaints; however, its benefits have not been fully optimized because of system limitations and user experience issues. Therefore, adequate resource provision, improved system quality, and continuous evaluation are required to optimize the implementation of e-government through the Halo Mas Bup application.
