Abstract
Regional development disparity is one of the major issues affecting the equitable distribution of welfare among regions within a province. This study aims to analyze regional development disparities in East Java Province using the Klassen Typology and Theil Index approaches. The study was conducted on 38 regencies and municipalities in East Java Province over the period 2000-2025,which was divided into three observation periods: 2000–2010, 2011–2020, and 2021–2025. This study employed a descriptive quantitative approach usingsecondary data consisting of Gross Regional Domestic Product (GRDP), GRDP percapita, economic growth rate, and population obtained from Statistics Indonesia (Badan Pusat Statistik). The analysis was carried out using the Klassen Typology, Theil Index, and Theil Index decomposition. The results indicate thatmost regencies and municipalities were classified in Quadrant IV (relatively under developed regions), while only three regions consistently remained inQuadrant I (advanced and rapidly growing regions). The Theil Index decreased during the 2000–2020 period and then increased again in the 2021–2025 period. The decomposition results show that between-group inequality contributed morethan within-group inequality throughout the study period. These findings suggest that regional development policies in East Java Province should focuson reducing disparities between regional groups.
