Abstract
The economic structure of East Java has shifted from traditional to modern sectors. Capital intensive industrial and service sectors generate minimal employment; consequently, economic growth has occurred without a corresponding rise in job absorption a phenomenon known as "jobless growth." As a result, the workforce has turned to the informal sector. Given the dominance of the informal sector in Jombang Regency, the local government enacted Regional Regulation No. 14 of 2024 regarding the organization and empowerment of street vendors. This study aims to analyze the effectiveness of relocation and to examine differences in income, capital, and sales volume key indicators of business performance among street vendors before and after relocation. The study population consisted of street vendors affected by the policy who were operating at the relocation site; a sample of 95 vendors was selected using stratified sampling. Quantitative analysis was conducted using a paired-samples t-test in SPSS 27. The findings reject Hypothesis 1 and accept Hypothesis 2, indicating that the relocation was ineffective as most business performance metrics declined and confirming a significant difference in business outcomes before and after relocation. These results align with Losch's location theory, which posits that a vendor's location significantly influences consumer volume.
