Abstract
This study aims to analyze the socio-economic impacts of the revitalization of the Kota Lama Tourism Area (KLTA) in Surabaya. The revitalization program was implemented as an effort by the government to reorganize and preserve the heritage area while transforming it into a more attractive, organized, and comfortable tourist destination for both local residents and visitors. This research employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving representatives from the Surabaya Department of Culture and Tourism, local communities, MSME owners, visitors, and pedicab drivers operating within the Kota Lama area. The findings indicate that the revitalization has generated significant social and economic impacts. Socially, the revitalization has increased community interaction, encouraged the growth of community-based activities, enhanced public participation, and created a more active and accessible public space. Economically, it has generated new employment opportunities, supported the growth of micro, small, and medium enterprises (MSMEs), increased the number of business tenants and cafés, and attracted more tourists, thereby stimulating local economic development. However, the revitalization has also produced negative consequences for certain groups, particularly pedicab drivers, whose income has declined due to changes in tourist mobility patterns and the growing use of online transportation services. Overall, the revitalization of the Kota Lama Tourism Area in Surabaya has contributed positively to the socio-economic development of the area, although challenges remain in ensuring equitable benefits for all members of the local community.
