Abstract

This study aims to analyze social media management practices within the Civil Service Police Unit (Satpol PP) of East Java Province in the context of government strategic communication. Using an exploratory qualitative approach, the research examines bureaucratic dynamics, the understanding of key stakeholders, and the implementation of communication strategies in managing social media. Data were collected through in-depth interviews with five key informants and analyzed using thematic analysis techniques. The findings indicate that social media management is still dominated by information dissemination (broadcasting) functions, with limitations in terms of dialogue and public collaboration. A hierarchical bureaucratic structure slows down the content production process, while limited communication competencies among administrators weaken strategic planning. These findings suggest a tension between the demands of adaptive digital communication and rigid bureaucratic structures. This study contributes to the development of government communication research by emphasizing the importance of integrating strategic communication, organizational governance, and digital adaptation.
