Abstract
Jalan Raya Menganti, particularly the Lidah Wetan–Lidah Kulon segment in Surabaya, is one of the main urban corridors experiencing a significant increase in traffic volume, resulting in reduced road performance and higher Vehicle Operating Costs (VOC). This study aims to analyze the traffic characteristics, evaluate road traffic performance before and after road widening, and examine the changes in passenger car Vehicle Operating Costs (VOC) resulting from improved traffic performance. This research employed a quantitative descriptive approach using field surveys, including traffic volume, vehicle speed, road geometry, and pavement roughness data. Traffic performance was analyzed based on the Indonesian Road Capacity Guidelines (PKJI) 2023, while Vehicle Operating Costs (VOC) were calculated using the 2005 Ministry of Public Works Vehicle Operating Cost Guidelines. The results indicate that the proposed road widening from a two-lane two-way undivided road (2/2 TT) to a four-lane two-way divided road (4/2-T) significantly improves traffic performance. Road capacity increased from 2,737.28 pcu/hour to 6,930.60 pcu/hour, the degree of saturation decreased from 0.83 to 0.33, average travel speed increased from 25 km/h to 57 km/h, and travel time decreased from 4.80 minutes to 2.11 minutes. The improvement in traffic performance reduced the Vehicle Operating Cost from IDR 4,644.83/km under existing conditions to IDR 4,397.66/km after road widening, resulting in a cost saving of IDR 247.17/km or 5.32%. These findings demonstrate that road widening not only enhances traffic performance but also provides economic benefits for passenger car users through lower operating costs.
