Abstract
ABSTRACT This study analyzes the implementation of the policy banning cantrang (seine nets) fishing gear in Lamongan Regency using Merilee S. Grindle’s theory, covering the content of policy and the context of implementation. Employing a qualitative descriptive approach with the researcher as the key instrument, data were gathered via triangulation: in-depth interviews (Head of Harbor Master's Office at Brondong National Fishery Port and fishermen), observations, and documentation. The results show that the policy implementation is less than optimal due to a mismatch between the centralized (top-down) policy content and the actual local context. The rigid characteristics and limited discretion of the regional implementing agency create a bureaucratic dilemma. Furthermore, the lack of economic transition guarantees triggers resistance and conditional compliance among fishermen, despite the policy's success in reducing horizontal conflicts. Consequently, to maintain coastal stability, street-level bureaucrats have shifted from formal law enforcement to a persuasive approach through regular guidance.
