Abstract
After the August 2025 demonstration, two issues emerged on social media x (twitter), police reform and police transformation. Both issues are lively discussions by actors such as communities, the media, and institutions of differing views. The research aims to compare public perception through a communications network of police reform issues and police transformation using a social network analysis (sna) approach based on big data. The study is mixed with a descriptive and qualitative approach. Data retrieved using a software NodeXL from August 25th to October 25, 2025. Focus analysis on the structural level analysis of networks, groups and actors. Studies have shown that police reform communication networks are dominated by social interaction, media, activists and government critics' accounts and have thus become an active public discussion space. While the police transformation network centers on police institutional and media accounts that disseminate internal repair information an inter-directional communication institution (self loops). The narrative formed on police reform requires a change of police institutions because of many unhandled and transparent cases by the police, while police transformation focuses solely on the response narrative of police reforms that get a positive and negative response from the public. The digital political communications of police reform are bottom-up, rather the transformation of police is top-down (Ceron, 2015). Of the phenomenon, social media can be a narrative arena in the creation of public opinion between people and state institutions.
