Abstract

Documents are important assets that need to be managed properly to ensure they can be stored, accessed, and reused to support work effectiveness within an organization. However, document management that is carried out separately often results in inefficient storage, retrieval, and distribution processes. This study aims to design and develop a Document Repository System for the Regional Civil Service and Human Resources Development Agency (BKPSDM) of Blitar City to support centralized document management. The system was developed using the Rational Unified Process (RUP) methodology, which consists of the inception, elaboration, construction, and transition phases. The application was built using the Laravel framework and MySQL database, with key features including document upload, metadata management, role-based access control, document verification and validation, document search, download, and publication to the repository. System testing was conducted using Black Box Testing and User Acceptance Testing (UAT). The UAT results showed user acceptance rates of 85,7% for BKPSDM Administrators, 79,4% for Unit Administrators, and 82.25% for Employees, indicating that the system was well accepted by its users. Therefore, the developed system is capable of supporting more structured document repository management while improving the efficiency of document storage, retrieval, and reuse within BKPSDM of Blitar City.
