Abstract
High economic growth does not always reflect optimal efficiency in the use of production resources. This study aims to analyze regional technical efficiency and measure spatial spillovers between regions in the East Java Pantura corridor. The novelty of this research lies in the first application of Spatial stochastic frontier analysis (SSFA) at the district level in Indonesia, which integrates fiscal capacity as a determinant of technical Inefficiency. Panel data from 2015–2024 for Tuban, Lamongan, Bojonegoro, and Rembang districts were estimated using a one-stage Maximum Likelihood Estimation (MLE) based on Battese & Coelli (1995). The results indicate a significant positive spatial spillover (ρ = 0.4127; p < 0.01), with capital expenditure having a positive direct effect (β = 0.2614) as well as through spillover (θ = 0.1842), and an average regional technical efficiency of 0.780. Cross-border coordination of capital expenditure and fiscal transfer reforms are prerequisites for the sustainable improvement of regional efficiency.
