Abstract
The Warung Rakyat Direnovasi (Renovated Community Stall) Program is a policy initiated by the Government of Sidoarjo Regency to improve the quality of micro-enterprise facilities through the physical renovation of small retail stalls and business assistance, with the aim of strengthening business competitiveness and increasing owners' income. This study aims to describe and analyze the impact of the Warung Rakyat Direnovasi Program on the income of small stall owners in Tebel Village, Sidoarjo Regency. The research employed a descriptive qualitative approach involving four key informants who were beneficiaries of the 2023 Warung Rakyat Direnovasi Program. Data were collected through observation, in-depth interviews, and documentation, and were analyzed using an interactive data analysis model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the program has had a positive impact on the physical condition of the stalls, making them cleaner, more organized, more comfortable, and more attractive to customers. These improvements contributed to an increase in customer visits, enhanced the business image, and encouraged higher business income for the stall owners. However, the sustainability of the program's benefits is still constrained by the low participation of beneficiaries in business training and mentoring activities organized by the local government. Therefore, the effectiveness of the program depends not only on the success of physical renovations but also on the optimization of continuous business assistance, monitoring, and evaluation to ensure sustainable improvements in the capacity and performance of micro-enterprise owners.
