Abstract

Poverty, a key development challenge, is influenced by various factors across the education, health, and economic sectors. Research is needed to understand why the Tapal Kuda region in East Java Province exhibits a relatively high poverty population compared to other areas. This study aims to examine the causes of poverty in the Tapal Kuda region from 2019 to 2023, taking into account education, health, and economic factors. A quantitative approach was employed, utilizing panel data from seven regencies: Probolinggo, Lumajang, Jember, Bondowoso, Situbondo, Banyuwangi, and Pasuruan. The analysis utilized a Fixed Effect Model (FEM) for panel data regression, estimated using robust standard errors. The findings indicate that the Mean Years of Schooling (RLS), Expected Years of Schooling (HLS), Life Expectancy (AHH), access to safe drinking water, Gross Regional Domestic Product (GRDP) per capita, the Regency/City Minimum Wage (UMK), and the number of BPJS Contribution Assistance Recipients (PBI) significantly influence the size of the poor population. The results demonstrate that various variables related to education, health, and the economy impact poverty in the Tapal Kuda region. Therefore, addressing poverty sustainably requires integrated policies that encompass improving the quality of education, ensuring equitable access to healthcare, and fostering inclusive economic growth. Keywords: Poverty Determinants, Education, Health, Economy, and Panel Data.
