Abstract
East Java Province has significant spatial economic potential, although the formation of GRDP in each region has not been optimal. Based on data from 2015-2024, the southern coastal region. Consisting of eight regencies from Banyuwangi to Pacitan, shows a GRDP value far below that of the northern region, making it a development focus in Presidential Regulation No. 80 of 2019. This study aims to examine the economic determinants of GRDP at constant prices by analyzing the influence of the General Allocation Fund (GAF), Investment, Inflation, and the TPAK (Restricted Allowance for Participation in Regional Development). A descriptive quantitative approach using a panel data regression method combines 10-year time series data and cross-sections across the eight regencies. Model estimation uses a Fixed Effect Model (FEM). Data in this study are sourced from literature studies and secondary data from the Central Statistics Agency (CSA), the Directorate General of Fiscal Balance, and the Ministry of Investment and Public Works (Kemeninvestasi Investasi). The results show that the General Allocation Fund (GAF) and inflation have a negative and significant effect on GRDP in the southern coastal region of East Java, while investment and TPAK have a positive and significant effect on GRDP. Simultaneously all variables have a strong significant influence on GRDP growth in the South Coast region of East Java. This indicates that the Southern Coastal region is experiencing economic growth thru investment and a high level of workforce participation that supports the region's economic activities. However, it must be balanced with the government's contribution in improving the management of the General Allocation Fund and maintaining price stability.
