Abstract

This study aims to analyze the public value of the emergency call service of the National Search and Rescue Agency (Basarnas) at the Surabaya SAR Office. The background of this research is based on the importance of emergency services that are fast, responsive, and easily accessible to the public in emergency situations such as disasters, accidents, and missing persons cases. This study employed a descriptive qualitative approach using interview, observation, and documentation techniques. The theory used in this research is the Public Value theory proposed by Faulkner and Kaufman (2017), which includes Outcome Achievement, Trust and Legitimacy, Service Delivery Quality, and Efficiency. The results of the study show that the Basarnas emergency call service has been implemented well through successful search and rescue operations, high public trust in the officers’ services, fast and easily accessible service quality, as well as free services supported by effective and efficient resource utilization. In conclusion, continuous public outreach and the expansion of SAR post areas are needed to support more optimal emergency services.
