Abstract

The Department of Communication and Information Technology (Diskominfo) of Sidoarjo Regency is a regional government agency responsible for managing information and communication technology infrastructure to support the digital transformation toward Sidoarjo Smart City, in line with the implementation of the Electronic-Based Government System (SPBE). One of the challenges faced is the manual reporting process of the Family Welfare Empowerment Team (TPPKK), which is prone to errors, delays, and a lack of data integration from the village to the regency level. To address this issue, this project aims to develop the E-PKK website, a web-based digital platform designed to automate the input, verification, and recap of TP-PKK activity reports, in order to improve reporting efficiency, transparency, and ccountability. The development of the E-PKK website was carried out using the Software Development Life Cycle (SDLC) approach with the waterfall model. The stages included system requirements analysis through interviews and observations with TP-PKK administrators, system architecture and user interface (UI/UX) design using Figma, backend development using the Laravel framework and MySQL database, as well as system functionality testing using the black-box testing method. Laravel was chosen for its ability to build structured, secure, and maintainable applications, supported by the Model-View-Controller (MVC) architecture. Testing was conducted to ensure that features such as user authentication, report input, verification, and data recap functioned according to the needs of users at the village, sub-district, and regency levels. The development results showed that the E-PKK website successfully automated the reporting process, minimized input errors, and accelerated the verification and data reсар flow. The system supports three main roles: villages for report input, sub-districts for verification, and the regency for monitoring and downloading reports in PDF and Excelformats. Black-box testing indicated that the majority of system functions worked properly, although some technical issues such as frontend-backend integration and file validation were encountered, which were resolved through debugging and optimization. This website contributes to the digitalization of TPPKK administration and supports the SPBE vision in Sidoarjo. For future development, it is recommended to add features such as real-time notifications, cloud service integration, two-factor authentication, and data visualization to enhance functionality and user experience. This internship program also provided participants with practical experience in web development, project management, and collaboration with government institutions, strengthening the synergy between academia and industry needs.
