Abstract
Indonesia's processed cocoa exports play a strategic role in increasing value added and generating foreign exchange earnings. However, these export continue to face several challenges, including limited domestic raw material supply, high logistics costs, and international trade barriers. This study analyzes the impact of downstreaming policies and the influence of trade facilitation on Indonesia processed cocoa exports to major destination countries, namely India, Malaysia, the United States, China, Japan, and the Philippines, during the period 2015–2025. The first objective examines the impact of downstreaming policies using panel data regression, while the second objective investigates the effect of trade facilitation using a gravity model with a panel data regression approach. The results show that international prices and exchange rate significantly and positively affect on Indonesia's processed cocoa export, whereas the downstreaming policy, represented by export duties, does not have a significant effect. In the gravity model, the gross domestic product (GDP) of destination countries and the trade and transport infrastructure quality index have a positive and significant effect on exports, while the customs efficiency index has a negative and significant effect. Meanwhile, Indonesia's GDP, economic distance, and the logistics competence and quality index do not significantly affect exports. The findings indicate that economic factors and the quality of trade facilitation play a more substantial role in enhancing Indonesia's processed cocoa exports than downstreaming policies represented by export duties.
