Abstract
This study aims to analyze waste management at the Griyo Mulyo Final Processing Site (TPA) in Sidoarjo through the perspective of the Integrated Sustainable Waste Management (ISWM) model. The research is driven by a waste emergency in Sidoarjo Regency, where TPA Griyo Mulyo, as the only final processing site, reached an overload condition with waste mounds hitting 15 meters in height by 2025. The research utilizes a descriptive qualitative methodology. Data were gathered through field observations, semi-structured interviews with key informants, and documentation. The data analysis follows an interactive model consisting of data collection, condensation, display, and conclusion drawing. The findings indicate that the stakeholder dimension has implemented systematic role decentralization between the DLHK as the regulator and the UPTD TPA as the technical operator, while involving the local community as workers. The waste management system has transformed into an integrated process including sorting, composting, and sanitary landfilling, supported by digitalization via the SIPPAS system. Furthermore, supporting aspects are reinforced by the transition to Regional Public Service Agency (BLUD) status, volume-based waste fees (Pay As You Throw), the Eco Lindi innovation, and the "Ganti Untung" social compensation program. In conclusion, while waste management is systematically integrated, its effectiveness is still hindered by waste generation volumes exceeding ideal capacity and limitations in infrastructure.
