Abstract

During the period 2015–2024, the Human Development Index (HDI) in Madiun Regencies, Magetan Regencies, Ngawi Regencies, Ponorogo Regencies, and Pacitan Regencies, showed a consistent increase each year. However, this improvement occurred amid unstable regional economic conditions, characterized by fluctuating unemployment rates and economic growth, while government expenditure tended to increase. These differing patterns indicate that human development may not be influenced solely by economic factors, but also by the role of government, making further analysis necessary. This study aims to analyze the effect of unemployment rate, economic growth, and government expenditure on Human Development Index. The method used is multiple linear regression analysis with secondary data obtained from the Central Statistics Agency. The results show that the unemployment rate has no significant effect on Human Development Index, economic growth has a significant negative effect on Human Development Index, while government expenditure has a positive and significant effect on Human Development Index (HDI).
