Abstract
This study is motivated by the persistently high income inequality among districts/cities in East Java Province despite ongoing economic growth. Therefore, this study aims to analyze the effects of economic growth, local government spending, the Human Development Index (HDI), and the minimum wage on income inequality, focusing on all districts and cities in East Java Province for the period 2020–2024. This study employs a quantitative approach using panel data (a combination of time series from 2020–2024 and cross-sectional data for districts/cities in East Java). Secondary data were obtained from the Central Statistics Agency (BPS) and relevant agencies. The analysis utilizes panel data regression with model selection (CEM, FEM, REM), along with tests of classical assumptions and hypothesis testing. The results indicate that income inequality among districts and cities in East Java Province during the 2020–2024 period tends to increase, as evidenced by a rise in the Williamson Index value. Empirically, economic growth, local government spending, and the minimum wage have positive and significant effects on inequality, whereas the Human Development Index (HDI) does not significantly affect income inequality. The study’s conclusion indicates that income inequality in East Java is primarily influenced by economic growth, local government spending, and the minimum wage, whereas the HDI has not been proven to have a significant effect during the study period. Therefore, it is recommended that the government improve the quality of local government spending to ensure greater equity, strengthen human development, and ensure that minimum wage policies and economic growth are inclusive in order to reduce disparities between regions.
