Abstract
This study analyzes the effect of Village Funds, the Family Hope Program (PKH), and Direct Cash Assistance (BLT) on the Human Development Index (HDI) in Pamekasan Regency. Human development is reflected through indicators of health, education, and decent living standards. Therefore, the government implements various fiscal and social assistance programs to improve community welfare and support HDI growth. This research employs a quantitative method using multiple linear regression analysis. The data used are secondary data from 2014–2023 obtained from the Central Bureau of Statistics (BPS) and related institutions. The results indicate that Village Funds, PKH, and BLT have a positive and significant effect on HDI, both partially and simultaneously. These findings show that fiscal transfer policies and social assistance programs contribute to improving education, health, and community welfare in Pamekasan Regency
