Abstract

This study aims to analyze the influence of the development of the manufacturing industry sector on labor absorption in the East Mataraman region, East Java, which includes the regencies of Kediri, Blitar, Tulungagung, Trenggalek, and Nganjuk in the period 2017–2024. This study uses a quantitative approach with a panel data regression method to accommodate data variations across regions and time. The results of the analysis show that the number of large and medium industries and the value of industrial output have a positive and significant effect on labor absorption. Conversely, the Regional Minimum Wage (UMR) has a negative effect on labor absorption because it increases production costs, while investment has no significant effect, indicating a tendency for capital- intensive investment. The COVID-19 dummy variable has a negative effect due to disruptions in production activities and decreased demand during the pandemic. These findings indicate that industrial growth has not been fully followed by increased employment opportunities, so a more inclusive industrial development policy is needed by strengthening labor-intensive sectors and improving the quality of the workforce.
