Abstract

This research examines the implementation of military diplomacy by the Indonesian Navy (TNI AL) in the Multilateral Naval Exercise Komodo (MNEK) 2025. As an archipelagic state with a strategic position in the Indo-Pacific region, Indonesia needs to utilize military diplomacy instruments to maintain maritime security stability and strengthen its position as the Global Maritime Fulcrum. MNEK 2025, held in Bali under the theme “Maritime Partnership for Peace and Stability,” was attended by 38 countries and took place amid rising global geopolitical tensions. The presence of major powers such as the United States, China, and Russia made MNEK 2025 not merely a non-combat exercise but also a strategic arena for Indonesia to demonstrate its role as a neutral mediator. This study employs a descriptive qualitative method, with primary data collected through interviews and secondary data obtained from academic literature. The analysis uses Muthanna’s seven-point theory of military diplomacy, which includes political, security, and strategic defense dialogue; exchange of perceptions; professional personnel contacts; conducting international military engagement; participation in peacekeeping and humanitarian missions; transparency of national military policy; and promoting defense and military interoperability. The findings indicate that the Indonesian Navy successfully implemented all seven points in practice through bilateral forums, international symposiums, joint exercises, and humanitarian activities. MNEK 2025 has proven to be a means of Indonesia’s military diplomacy in strengthening defense cooperation, building mutual trust among countries, and supporting regional and global maritime security stability.
