Abstract
This study aims to map and understand the discourse network in the public debate surrounding the issue of “VAT Increase to 12 Percent” on X (formerly Twitter) using Philip Leifeld’s Discourse Network Analysis (DNA) approach integrating discourse content analysis based on Maarten Hajer’s Discourse Coalition Framework (DCF) and Maarten van Steen’s Graph Theory. This approach is employed to identify the relationships among actors, concepts, and organizations in constructing and disseminating public policy discourse within the digital sphere. The findings reveal that the discourse network structure is polycentric, heterogeneous, and fragmented into several discourse coalitions. However, two main coalitions stand out: the pro-policy and anti-policy coalitions. The pro-policy coalition is dominated by institutional actors such as ministries and government agencies, while the anti-policy coalition consists of netizens, civil society groups, and alternative media emphasizing the social and economic impacts of the policy. Network centrality analysis (degree, betweenness, and closeness centrality) indicates that non-institutional and individual actors play a dominant role in directing the flow of information and shaping public opinion. Actors such as @barengwarga, @kangmanto123, @tom5helby, and @txtfromir occupy strategic positions within the network, demonstrating that discursive power in digital spaces does not depend on formal authority but on communicative capacity. These findings illustrate that social media serves as an arena for the negotiation of meaning and symbolic power, where individual actors can influence public perceptions of state policy. This study concludes that Discourse Network Analysis effectively explains how social relations and communication shape the contestation of meanings in public policy discourse in an increasingly participatory and horizontal digital era.
