Abstract
This study aims to analyze the effect of government expenditure on the social assistance sector, the health sector, and economic growth on the Human Development Index (HDI) in Jombang Regency for the period 2013–2023. A quantitative approach is employed using secondary data obtained from relevant institutions, which are analyzed through multiple linear regression accompanied by classical assumption tests to ensure the feasibility of the model. The results show that, simultaneously, the three independent variables have a significant effect on HDI in Jombang Regency. Partially, government expenditure on the social assistance sector and economic growth are proven to influence HDI, while government expenditure on the health sector does not show a significant effect. These findings indicate that the improvement of human development in Jombang Regency is more strongly driven by the strengthening of social protection programs and regional economic performance, whereas health sector spending still requires improvement in allocation quality to be more effective in increasing HDI. The results of this study are expected to serve as input for local governments in formulating more well-targeted budgeting policies to sustainably improve the quality of life of the community.
