Abstract

This study explores the influence of capital expenditure, balancing funds, and local revenue (PAD) on economic growth in the former Besuki Residency area, encompassing Banyuwangi, Jember, Situbondo, and Bondowoso Regencies, during the 2014-2024 period. Using path analysis on panel data and individual analysis per regency, this study examines the direct, indirect, and mediating effects of PAD as an intervening variable. The results indicate that all three independent variables simultaneously have a significant influence on economic growth in the panel data for all four regencies. Partially, capital expenditure only has a significant direct effect in Bondowoso Regency and the overall panel data, but is insignificant in Banyuwango, Jember, and Situbondo. Balancing funds demonstrate a significant direct effect across all regencies, while PAD consistently has a significant direct effect across all regions and the panel data. The inconsistent mediating role of PAD is indicated by the indirect effect of capital expenditure through PAD, which is insignificant in any region. Conversely, the indirect effect of balancing funds through local revenue (PAD) is significant in Banyuwangi Regency and, based on panel data, is nearly significant in Jember and Situbondo, and insignificant in Bondowoso. This finding underscores the complexity of fiscal dynamics in decentralization, where the effectiveness of local revenue (PAD) management and local factors such as governance are key determinants. The results align with previous research emphasizing that central fiscal transfers are not always optimal without strong local revenue support. Consequently, local governments are advised to strengthen local revenue (PAD) autonomy to maximize the multiplier effect of capital expenditures and balancing funds to encourage sustainable economic growth.
