Abstract

This study aims to analyze the implementation of co-production management in the 1,000 Days Of Life Assistance Program as an effort to reduce stunting at the Kalirungkut Public Health Center, Surabaya City. The research employs the co-production theory of Cepiku (2020), which encompasses seven dimensions: institutional arrangements, planning, communication strategies, management of lay actors, management of professionals, leadership, and accountability and performance measurement. This study uses a qualitative approach with a case study strategy. Informants were selected through purposive sampling, including representatives from the Surabaya City Health Office, health workers at the Kalirungkut Public Health Center, Surabaya Hebat Cadres, and parents of children at risk of stunting. Data were collected through semi-structured interviews, field observations, and documentation, then analyzed using the Miles and Huberman model through data condensation, data display, and conclusion drawing. The findings indicate that the implementation of co-production in the 1,000 Days Of Life Assistance Program is supported by strong regulatory foundations, structured planning, and clear role distribution between health professionals and cadres. Health workers perform key technical functions such as health examinations, nutritional monitoring, early detection, and decision-making for interventions, while cadres play an essential role at the community level through routine assistance, home visits, and monitoring of children’s conditions. Accountability and reporting mechanisms operate effectively through regular monitoring and digital systems. However, community participation and the involvement of Surabaya Hebat Cadres in the planning stage remain limited and tend to be passive, and health workers have not received formal training related to collaboration with non-professional actors.
