Abstract
Policy implementation is the process of implementing or carrying out public policies that have been formulated by policy makers into concrete actions by implementers so that policy objectives can be achieved effectively and efficiently. This study aims to analyze the implementation of the zone parking policy in the Tunjungan Area of Surabaya City by referring to the theoretical framework of policy implementation according to George C. Edwards III, which includes four main variables: communication, resources, disposition, and bureaucratic structure. Using a descriptive qualitative approach, the study was conducted through field observations and in-depth interviews with various informants, both from the policy implementers and policy targets, including the Technical Reviewer of the Transportation Agency Policy, Parking UPT staff of the Transportation Agency, parking attendants, and the public who use parking services. The results of the study indicate that the communication aspect has run well with the socialization and understanding of the policy owned by the policy implementers and policy targets and the bureaucratic structure has run relatively effectively with coordination between agencies according to their respective duties and functions in enforcing the policy law, as well as active socialization from the Transportation Agency to the public in the context of implementing the zone parking policy. However, there are obstacles in two other variables: the disposition of implementers and the availability of resources. In terms of disposition, policy implementers still commit various violations that cause problems in the field, and in terms of resources, there are still obstacles related to operational costs and capacity and the number of patrol officers is still insufficient.
