Abstract

This study examines China’s security dilemma arising from the increased cooperation between Taiwan and the United States during Donald Trump’s presidency from 2017 to 2020. During the Trump period, relations between Taiwan and the United States became increasingly intensive through the escalation of arms sales, the presence of U.S. naval transits in the Taiwan Strait, the increased frequency of U.S. naval transits in the Taiwan Strait, as well as the enactment of the Taiwan Travel Act and the TAIPEI Act during the period of 2017–2020. All of these forms of cooperation strengthened bilateral relations between Taiwan and the United States. This study employs the Balance of Threat theory to analyze China’s threat perception through four factors: aggregate power, geographical proximity, offensive capability, and perceived intentions. These conditions may generate balancing efforts, either internal balancing as explained by Kai He or external balancing as proposed by Stephen Walt. The strengthening of Taiwan’s capabilities through cooperation with the United States also reinforces China’s perception of threat. Taiwan’s defensive actions are instead perceived as offensive by China and give rise to a security dilemma for China, thereby leading to internal balancing efforts rather than external balancing.
