Abstract

The intersection of Jenggala Street – Pahlawan Street is one of the main intersections located in an industrial area and is adjacent to a railway crossing. This condition leads to high traffic volumes and frequent congestion, which also affects the performance of nearby intersections such as the Jenggala Street – Sukodono Street – Surabaya – Malang Street intersection and the Gedangan Street – Surabaya – Malang Street intersection. Therefore, it is necessary to evaluate the performance of the signalized intersection at Pahlawan Street – Jenggala Street and the affected intersections to obtain solutions that can improve traffic efficiency. This study aims to evaluate intersection performance and provide alternative solutions to traffic congestion using the Indonesian Road Capacity Manual (PKJI) 2023 method, with the degree of saturation (DJ) as the main performance parameter. The analysis results under existing conditions show that the signalized intersection of Jenggala Street – Pahlawan Street has a DJ value of 0.96 in the morning and 1.07 in the evening. The signalized intersection of Jenggala Street – Sukodono Street – Surabaya – Malang Street has a DJ value of 0.81 in the morning and 0.82 in the evening, while the unsignalized intersection of Gedangan Street – Surabaya – Malang Street has a DJ value of 0.93 in the morning and 0.99 in the evening. The proposed improvement includes changing the signal phase at the Jenggala Street – Pahlawan Street intersection from two phases to three phases and converting the unsignalized Gedangan Street – Surabaya – Malang Street intersection into a signalized one. After the improvement, the DJ values decreased to 0.59 and 0.75 for the Jenggala – Pahlawan intersection, and to 0.82 and 0.83 for the Gedangan – Surabaya – Malang intersection. The decrease in the degree of saturation indicates an improvement in intersection performance and overall traffic efficiency
