Abstract

Sodium chlorate is used as a raw material for producing chlorine dioxide, which serves as a bleaching agent in the pulp and paper industry. In the chemical industry, it is used as an intermediate in the production of other chlorate and perchlorate compounds. Based on the wide range of applications of sodium chlorate in various industries, its demand is expected to increase in the future. Therefore, the opportunity to establish a sodium chlorate plant in Indonesia is considered quite promising. This sodium chlorate plant is planned to be built in 2030 in the JIIPE industrial area, Gresik, with a production capacity of 70,000 tons per year. The plant will operate for 330 days per year and employ 230 workers. The company will be established as a Limited Liability Company (Perseroan Terbatas/PT) and will apply a line-and-staff organizational structure. The main raw material is 97% industrial salt, which is dissolved in process water to form a brine solution. The brine is then pumped into a clarifier to remove impurities through precipitation using BaCl₂ as a coagulant. The overflow from the clarifier flows to a feed tank, where hydrochloric acid is added to adjust the brine pH to 6.8, and Na₂Cr₂O₇ is added as a corrosion inhibitor. The conditioned brine is then fed into an electrolyzer operated at 75°C. The product from the electrolyzer, sodium chlorate solution, passes through cation and anion exchange units to remove dissolved impurities remaining from electrolysis. The purified solution is then sent to an evaporator operating at 80°C to increase its concentration from 29% to 75%. The evaporated water is condensed and collected in a condensate storage tank. The concentrated product from the evaporator is cooled in a crystallizer at 30°C to form sodium chlorate crystals. These crystals are separated from the mother liquor using a centrifuge, then dried in a rotary dryer at 46°C with the aid of dry air. Finally, the dried sodium chlorate is stored in a silo. The economic evaluation yields the following results: ROI before tax of 27.93%, ROI after tax of 20.94%, IRR of 16.38%, BEP of 27.17%, and a payback period (PBP) of 2 years and 3.5 months, assuming a BCA bank interest rate of 7% and an inflation rate of 2.65%.
