Abstract
This research, entitled “Implementation Of Co-production in the Family Learning Center (PUSPAGA) Program as an Effort to Protect Children in Genteng Sub-District, Surabaya”, aims to analyze how the PUSPAGA program is implemented through collaboration between the government, professionals, and the community. The study employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The analysis was based on Denita Cepiku’s (2020) Implementation Of Co-production theory, which includes institutional arrangement, planning, communication strategies, management of lay actors, management of professionals, leadership, and accountability and performance management. The findings indicate that PUSPAGA Genteng has successfully fostered multi-stakeholder collaboration. Programs such as Sinau Bareng (learning together) and Ngaji Bareng (collective religious study) actively engaged the community,while professionals provided counseling services despite limited numbers. Both formal and informal communication worked effectively, lay actors contributed significantly in disseminating information, and collective leadership supported coordination. However, challenges remain, particularly in terms of limited human resources, budget constraints, and evaluations that focus more on quantitative outputs than qualitative impacts. In conclusion, co-implementation in PUSPAGA Genteng Surabaya has been effective as an effort to protect children, but still requires strengthening, especially in terms of resources, funding, and program evaluation
