Abstract
This study examines the implementation of the Bamboo Diplomacy principle as a framework for Vietnam’s economic diplomacy in attracting Foreign Direct Investment (FDI) between 2016 and 2024. Introduced by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong in 2016, Bamboo Diplomacy emphasizes a flexible foreign policy that is grounded in firm ideological foundations while remaining adaptive to global geopolitical changes. Using Okano-Heijmans’ Trinity Economic Diplomacy framework, which consists of three main dimensions: trade diplomacy, commercial diplomacy, and development cooperation, this research analyzes Vietnam’s strategic efforts to strengthen its investment appeal. The findings show that trade diplomacy through Vietnam’s participation in the CPTPP, EVFTA, and RCEP has expanded market access, reduced tariff barriers, and reinforced the country’s role as a global production hub. In the dimension of commercial diplomacy, regulatory reforms, the ratification of the EVIPA, the implementation of the PPP Law, and cooperation with international institutions have created a favorable investment environment. Furthermore, development cooperation programs such as Aid-for-Trade and assistance from international donors including USAID, the European Union, the World Bank, and the ADB have enhanced Vietnam’s structural capacity through logistics modernization, regulatory reforms, and infrastructure development. Overall, this study concludes that the application of Bamboo Diplomacy within the Trinity Economic Diplomacy framework has made a significant contribution to the growth of Vietnam’s FDI inflows, which reached a record of USD 25.35 billion in 2024. This strategic approach not only increases the competitiveness of Vietnam’s industries but also strengthens its position as a credible center of economic growth in Southeast Asia.
