Abstract

Population administration services are a basic need of the community that must be fulfilled by the government. The city of Surabaya has innovated by bringing population administration services closer to the community through the Klampid New Generation (KNG) digital system. The purpose of this study is to describe and analyze the effectiveness of these services based on Siagian's (2019) work orientation theory, which covers aspects of resources, funds, facilities and infrastructure, quantity and quality, time limits, and procedures. The research method used a descriptive qualitative approach, with data collection techniques through observation, in-depth interviews, and documentation, as well as data analysis using the Miles, Huberman, and Saldana (2014) model, which includes data collection, data condensation, data presentation, and conclusion drawing. The results of the study show that population administration services at the RW Office have been running effectively with adequate human resources support through the distribution of officers, free fund allocation in accordance with regulations, and generally complete facilities and infrastructure, despite some shortcomings such as printers in several RWs. The quantity and quality of services are also good, with outputs that meet standards, fast turnaround times (1-24 hours), and simple procedures through the Klampid New Generation (KNG) digital system. The discussion integrates the findings with a literature review, showing consistency with previous studies, but revealing the need for improvements for optimization. The research conclusion states that the population administration services at the Pagesangan Village RW Office are effective overall, but require improvements in staff competence, facility enhancements, and expanded service access to support the Surabaya government's mission of accelerating and improving public service delivery.
