Abstract
This study aims to analyze the influence of transformational leadership style and organizational support on employee performance, with organizational commitment as an intervening variable at the Surabaya City Environmental Agency. The phenomenon of declining and stagnant employee performance was investigated through an e-performance application. The theory used is social exchange theory, which emphasizes the importance of reciprocity in organizational-employee relationships. This study employed a quantitative approach with a survey method. Data were collected through questionnaires distributed to respondents, who were employees of the Surabaya City Environmental Agency. Data analysis employed statistical techniques to test the relationship between the variables studied using Structural Equation Modeling (SEM) based on Partial Least Squares (SEM-PLS). The sample for this study was 115 civil servants at the Surabaya City Environmental Agency from various work units and educational levels. The results of the study indicate that (1) transformational leadership does not have a significant direct effect on employee performance, (2) organizational support has a significant positive effect on employee performance, (3) organizational commitment significantly mediates the effect of transformational leadership on employee performance, and (4) organizational commitment also significantly mediates the effect of organizational support on employee performance. These findings emphasize the importance of organizational commitment in improving employee performance through quality relationships between leaders, organizations, and individuals.
