Abstract

Sea level rise is a global problem caused, among other things, by climate change. As a tropical region, Southeast Asia faces a high risk of natural disasters due to climate change, such as sea level rise, including two countries with coastal capitals, namely Jakarta and Manila. Mitigation and adaptation efforts undertaken by both countries are carried out in accordance with the 2015 Paris Agreement. The purpose of this study is to identify the differences in mitigation and adaptation strategies implemented by the Philippine and Indonesian governments in an effort to comply with the Paris Agreement through the formulation of policies on sea level rise. The methods used are literature study and comparative qualitative analysis using secondary data from official government documents, international organization reports, and academic research results. The results show that Jakarta uses more hard structure options, while Manila focuses on soft structure options. Both are in line with the principles of the 2015 Paris Agreement, particularly regarding ecosystem-based mitigation and adaptation efforts and increasing community resilience to the impacts of climate change.
