Abstract
Street vendors are one of the government's concerns about the structure of Local Regulations, this is due to the large number of street vendors, especially in big cities as an alternative to earning income. However, on the other hand, the existence of street vendors (PKL) in various regions is often a recurring problem. Street vendors are often considered as parties that disturb public order, thus creating a negative stigma among the community. This is also experienced by Madiun City, which cannot be separated from the existence of street vendors. The Pamong Praja Police Unit has a crucial role as a regional apparatus with its function. However, in carrying out its role, there are still street vendors who violate order even though the Pamong Praja Police Unit has carried out preventive control. This study aims to determine the role of the Pamong Praja Police Unit in controlling street vendors in Madiun City using the Role theory according to Jones (1993) in Mahsun (2008) which includes three variables namely: regulatory role, enabling role, and direct provision of goods and services. This research uses a descriptive qualitative approach with data collection techniques in the form of interviews, observation and documentation. The results of the study show that the role of the Madiun City Civil Service Police Unit has been carried out well in terms of its regulatory role, but there are still areas that need improvement in terms of its enabling role and direct provision of goods and services.
