Abstract
This study examines the role of the Wagner Group in the Central African Republic (CAR) from 2018 to 2023, examining how this private military company (PMC) transformed from a defensive support actor to an offensive proxy force aligned with Russia’s strategic interests. Initially legitimized through bilateral agreements and positioned as military instructors, Wagner operatives infiltrated the CAR’s security sector under the guise of technical assistance. However, their activities quickly expanded to include battlefield combat, repression of political opposition, and exploitation of gold and diamond resources. Through a qualitative descriptive approach and analysis of reports, UN documents, and academic literature, the study finds that Wagner functions neither as a neutral actor nor as a “double agent” siding with either the Central African Republic or Russia. Instead, Wagner operates unilaterally to advance Moscow’s geopolitical goals, using economic extraction and coercion to deepen Russian influence in the Central African Republic. The Central African Republic government, although formally contracting Wagner’s services, has no operational control, thus facilitating a hierarchical proxy relationship that erodes national sovereignty. Theoretically, this thesis contributes to the study of proxy warfare by demonstrating how PMCs represent a modern proxy model that combines legality, deniability, and strategic depth. Wagner’s role in the CAR illustrates the use of private military force to advance a foreign agenda under state cooperation. This case highlights the growing role of PMCs in modern conflicts and emphasizes the urgent need for international regulatory reform. Future studies are encouraged to analyze Wagner’s operations in various African conflict zones to understand the implications of this evolving paradigm of warfare.
