Abstract
This research is conducted to analyze India's foreign policy in response to the Russia-Ukraine conflict in 2022. The study aims to reveal the reasons for India's refusal to impose sanctions on Russia for its invasion of Ukraine in 2022. This research was conducted using qualitative research methods with explanatory analysis based on Foreign Policy theory, Rational Decision-Making Model, and Rational Actor Model. This study reveals that India's rejection is due to: 1. India needs cheap Russian oil to meet domestic energy needs amid rising global oil prices; 2. India needs Russia as an alternative oil supplier to reduce India's dependence on oil from the Middle East, which is vulnerable to geopolitical conflicts; 3. India needs Russia as a strategic partner to counterbalance the power of China and Pakistan in the South Asia region; 4. India needs to secure military and nuclear energy cooperation that has been established with Russia to strengthen India's defense. India's decision not to join western sanctions is seen as the most rational choice for India because it offers more benefits such as achieving energy resilience, realizing efforts to diversify import sources, strengthening India-Russia relations and opening up new cooperation opportunities, as well as preventing closer ties between Russia and China and Pakistan that could harm India's interests.
