Abstract
The Surabaya City Government launched the Surabaya Single Window Alfa (SSW Alfa) as an innovation in public services. However, the implementation of the Surabaya Single Window (SSW) Alfa service still faces various obstacles, ranging from procedures that are considered complicated, technical problems, to public concerns regarding the security and reliability of the system. This study aims to identify the factors that influence the acceptance of Surabaya residents towards the e-government service Surabaya Single Window (SSW) Alfa using a modified Unified Model of Electronic Government Adoption (UMEGA). The research respondents were 414 Surabaya residents who had used the SSW Alfa website. The sampling technique used was purposive sampling. The analysis technique used was SEM-PLS. The research variables include performance expectancy, effort expectancy, social influence, facilitating conditions, perceived risk, attitude, behavioral intention to use, perceived service quality, trust in government, and intention to recommend. The results showed that performance expectancy had a significant positive effect on attitude, but effort expectancy had a significant negative effect, while social influence had no significant effect. Perceived risk had a significant negative effect on attitude. Facilitating conditions had a significant positive effect on effort expectancy. Facilitating conditions, attitude, perceived service quality, and trust in government had a significant positive effect on behavioral intention to use. Perceived service quality, trust in government, and behavioral intention to use had a significant positive effect on the intention to recommend. It can be concluded that users who intend to use the service tend to provide recommendations. This research provides insights for the Surabaya City Government to improve service quality, trust, and overcome risk perceptions to expand the adoption of SSW Alfa.
