Abstract

As a form of regional autonomy, local governments have the right and authority to manage their finances in order to increase fiscal independence and economic development. This study was conducted to analyze the effect of Regional Original Revenue (PAD) and Balancing Funds on Economic Growth with Regional Expenditure as the Intervening variable in Sampang Regency, this object was chosen because it has the lowest level of PAD in East Java and an expenditure structure dominated by employee expenditure. The research was conducted using a linear regression-based path analysis method with a direct effect calculation approach using the path coefficient (standardized beta), and indirect effects with the sobel test. The results showed that PAD had no significant effect on economic growth, while the Balance Fund had a significant direct and indirect effect through Regional Expenditure. So this study confirms that the economic growth of Sampang Regency still depends on central transfers. So the local government needs to increase the potential and effectiveness of PAD and direct spending to productive sectors to support sustainable economic development.
