Abstract

This study examines the transformation of Banyuwangi Regency's economic structure for the 2019-2023 period using the Location Quotient (LQ), Shift Share, and Klassen Typology methods. The results show a shift in the base sector from five to four sectors, with the transportation and warehousing sector losing its base status due to declining productivity. Fast-growing sectors decreased from nine to eight, while sectors with locational advantages increased from five to ten, indicating improved productivity. Klassen's typology reveals Banyuwangi's shift from Quadrant IV (underdeveloped) to Quadrant II (advanced but depressed). A SWOT analysis identifies strengths such as the growth of the secondary and tertiary sectors and infrastructure progress; weaknesses such as limited skilled human resources and the environmental impact of exploration; opportunities from digitalization, sustainable tourism, and technological innovation; and threats from global economic uncertainty and social inequality. Recommendations include primary sector modernization, human resource development, digital and tourism development, and equitable and environmental conservation policies for inclusive growth in Banyuwangi.
