Abstract

Labor is an important resource in the construction industry. The problem that often arises is the uneven number of workers, resulting in overallocated workers. This study aims to compare and determine the optimal number of workers and project duration from three research conditions, namely plan, real, and regulation-based calculation conditions, using the resource leveling method. In this study, the data needed in the planned condition is the manpower schedule data made by the contractor. In real conditions, the data needed is a daily report made by the contractor, while in regulation-based conditions, the calculation of the number of workers uses the coefficient value listed in the Regulation of the Minister of Public Works and Public Housing Number 1 of 2022. This study was measured by the disparity value, which indicates an imbalance in the allocation of labor caused by uneven allocation of labor. The results of the study showed a significant difference in the number and distribution of workers. Regulation-based conditions resulted in a larger number of workers, because the calculations were carried out in detail for each type of work and labor qualifications. The highest disparity occurred in workers, with a value of 0.93 in the planned condition and -0.51 in the regulation-based condition. Resource leveling helps in balancing labor allocation, but can increase the initial planned project duration from 98 to 112 working.
