Abstract

The Field Work Practice Program (PKL) implemented at the National Population and Family Planning Agency (BKKBN) of East Java Province resulted in a project in the form of Geospatial Mapping of Unmet Needs for Family Planning (KB) in East Java Province. Indonesia is the country with the fourth largest population in the world, with 279 million people in 2024, an increase from 277 million people in 2023. The national population growth rate in 2024 will reach 1.11%, while in East Java the average population growth rate of 0.75% in the same year. This growth rate shows a decline, but can be expected to rise again with an increase in births or migration. The National Population and Family Planning Agency (BKKBN) is responsible for controlling population growth through family planning (KB) programs. One of BKKBN's focuses is the unmet need group, namely women who want to delay or not get pregnant again but do not use contraception. In East Java, the percentage of unmet needs reached 5.12%, which has the potential to increase the maternal mortality rate due to unwanted pregnancies. Several factors that cause couples of childbearing age (PUS) not to use contraception or not have family planning include lack of knowledge about available contraceptive methods, concerns related to health reasons, and side effects that may arise from using contraceptives. In addition, long distances to health services, high costs for obtaining contraceptive services, as well as rejection or lack of support from husbands or other family members also contribute to low participation in family planning programs. Currently, data regarding unmet need or unmet family planning needs in East Java Province is only available in table form which presents static numerical information. This makes it difficult for related parties to understand the spatial and geographic patterns of unmet family planning needs in the region. Therefore, this project aims to produce a geospatial map that depicts the unmet need for family planning in East Java Province using the KMeans Clustering method. This method will group data based on the resulting cluster values, making it easier to identify areas with high levels of unmet need. Grouping produces 4 clusters, clusters with low, very low, high and very high levels. With this geospatial map, it is hoped that BKKBN can design a more effective and targeted strategy in increasing community participation in family planning programs. Appropriate strategies can include more intensive counseling, increasing accessibility of health services, reducing the cost of family planning services, and involving husbands and families in education about the importance of contraceptive use. Thus, this geospatial map will be a very useful tool for BKKBN in its efforts to improve the welfare and health of the people in East Java Province.
