Abstract

This research aims to examine and analyze the forms of legal protection granted to patients who become victims of counterfeit vaccines, as well as to assess the legal responsibilities of the parties involved from a civil law perspective. The occurrence of counterfeit vaccine distribution in Indonesia has raised serious concerns regarding the adequacy of legal protection for patients as consumers of health services. The research employs a normative juridical approach by reviewing relevant statutory regulations, such as Undang-Undang No. 8 of 1999 concerning Consumer Protection, Undang-Undang No. 17 of 2023 concerning Health, and other related provisions. The findings indicate that although the legal framework has recognized and regulated patients' rights, the implementation of legal protection for victims of counterfeit vaccines continues to face various challenges, including weak regulatory oversight and insufficient law enforcement. This study recommends the strengthening of vaccine distribution supervision systems and the enhancement of legal literacy among the public to ensure more effective protection for patients.
