Abstract
Post-rehabilitation implementation is the next stage of rehabilitation implementation. Article 54 of Law No. 35 of 2009 concerning Narcotics also requires that drug addicts must continue rehabilitation. The National Narcotics Agency (BNN) is the institution tasked with implementing rehabilitation and post-rehabilitation. This writing focuses on finding out the mechanism for implementing post-rehabilitation for drug addicts at the BNN of East Java Province, as well as providing an overview of the obstacles and efforts that occur at the BNN of Java Province. The legal issues in this study were examined using empirical legal research methods, through direct interviews to obtain the necessary data, by combining the results of the interviews with the literature studies used by the author. The results of the study obtained are the mechanism for implementing post-rehabilitation starting with assessment to termination. The implementation of post-rehabilitation will be carried out for approximately 2-3 (two to three) months. The main purpose of implementing post-rehabilitation is to return clients to live in society with normal conditions. The BNN of East Java Province has implemented post-rehabilitation in accordance with the technical guidelines for the BNN of the Republic of Indonesia and the Regulation of the National Narcotics Agency No. 6 of 2022 concerning the Implementation of Continuous Rehabilitation. However, the East Java Province BNN also experienced obstacles during the implementation of post-rehabilitation. First, the lack of legal protection for former drug addicts. Second, the lack of understanding regarding the importance of post-rehabilitation services. Third, the difficulty of holding meetings between groups to carry out counseling with officers of the East Java Province National Narcotics Agency. The obstacles given are: First, providing legal protection to former drug addicts. Second, providing direction and support to clients after rehabilitation, and Third, providing attractive programs for clients.
